To cancel council tax in the UK, contact your local council, provide your council tax account reference number, your move-out date, and the reason for cancellation. The process is similar across most councils. You need to contact the local council for the property, not your new address.

What Is Council Tax?

Council tax is a local taxation system in the UK, levied on residential properties to fund local services such as waste collection, street cleaning, and education. The amount depends on your property's valuation band and your local council's rates.

Properties are placed in bands A to H based on their estimated value. The average Band D council tax in England is approximately £2,171 per year.

Can You Cancel Council Tax?

Council tax can be cancelled or stopped in 5 situations:

1. Moving house within the UK

2. Moving abroad permanently

3. Moving into a care home or supported living

4. Full-time student status

5. Property becoming uninhabitable

Cancelling council tax is not about avoiding it unlawfully. It is about making sure you are only charged when you are legally responsible, and only for the period that responsibility applies.

How Do You Cancel Council Tax When Moving House?

Usually, you can cancel council tax online. Every local authority has a different online portal for doing this. A quick look at your latest council tax bill will give you all the information you need. You will normally need your council tax reference number to log in.

If you cannot access your local authority's website, you can give them a call or drop in to your local council offices.

Follow these 5 steps to cancel council tax when moving house:

1. Locate your council tax account reference number on your most recent bill

2. Visit your local council's website and find their change of address or moving out form

3. Enter your move-out date, new address, and forwarding addresses for all adults in the property

4. Submit the form and retain any confirmation reference

5. Cancel your direct debit through your bank after the council confirms your account is closed

Once your form has been submitted, it may take up to 21 days to process your change of address.

What If You Are Moving to a Different Council Area?

If you are relocating to another district, you will need to contact the new local authorities and have a new account created and your old one cancelled. Contact both councils separately - the old one to close your account, and the new one to register at your new address.

What Happens to Your Final Bill?

Once your old council processes your cancellation, they will send a final bill. This shows charges up to your move-out date and any overpayment, such as if you paid ahead via direct debit.

Councils processed £1.2 billion in refunds in 2024 due to overpayments averaging £150 per household.

How Do You Cancel Council Tax When Moving Abroad?

Once you inform your local council that you are moving out of the UK, they will cancel your council tax payments. If your account is in credit, you could be due a refund. You may need to request this, or it may be issued automatically - it depends on the council.

If you are moving abroad and keeping your property vacant in the UK, you will need to talk to your local authority. You will usually be eligible for a reduction in your bill, but you will not be able to cancel your council tax completely.

Information required to cancel when moving abroad:

  • Council tax account reference number (found on your bill)
  • Your departure date from the UK
  • Proof of leaving, such as a flight booking or tenancy end date
  • If you rent the property, details of your landlord. If you are selling your home, the name of the new owner.

How Do You Cancel Council Tax When Moving into a Care Home?

Care homes are usually not subject to council tax. Cancelling your current bill and settling the final payment is usually adequate. The care provider will usually be able to give you all the information you need on this.

Properties left empty by someone in care are exempt while the person is in residential care or hospital. Contact your local council with the care home's address and your move-in date to close the account.

Who Is Exempt from Council Tax?

There are 7 categories of people who are exempt from council tax. These are:

  • Full-time university or college students
  • People under 18 years of age
  • People who are severely mentally impaired
  • Foreign diplomats
  • UK armed forces personnel (whether the property is occupied or not)
  • Visiting armed forces personnel
  • Elderly or disabled relatives who occupy a separate annexe

How Do Full-Time Students Cancel Council Tax?

Council tax can be cancelled entirely for properties occupied only by full-time students. If everyone in the property is a qualifying student, the property is 100% exempt. Students must provide valid student exemption certificates. If one non-student lives in the property, different rules apply.

To apply for a student exemption:

Obtain a certificate from your university or college confirming full-time status, course duration, and study hours. Submit this to your local council.

If you live in a student hall of residence provided by your university or college, you do not need to apply. You are already exempt.

What Are the Council Tax Rules for Empty Properties?

The rules for empty properties have changed significantly in recent years, with councils given more power to charge premiums.

Empty PeriodCouncil Tax Charge
0-1 years100% (full charge)
1-5 yearsUp to 200% (100% premium added)
5-10 yearsUp to 300% (200% premium added)
10+ yearsUp to 400% (300% premium added)

From April 2025, councils in England can charge a 100% premium on second homes - furnished properties that no one lives in as their main home. This means second homeowners could pay up to 200% of the normal council tax rate. Not all councils have adopted this yet, but many have.

What Discounts Are Available Instead of Cancelling Council Tax?

There are 3 main discount types available where full cancellation does not apply:

  • Single person discount - 25% reduction for the only adult aged 18 or over living in the property
  • Council Tax Reduction (CTR) - a means-tested benefit that can reduce bills by up to 100% for those on low incomes
  • Disability reduction - a band reduction scheme that lowers the property's effective council tax band

Council Tax Reduction processing takes 4-6 weeks. Apply through your council's benefits team with proof of income, savings, benefit awards, and household details.

How Do You Find Your Local Council to Cancel Council Tax?

Use the GOV.UK council finder tool at gov.uk/find-local-council. Enter your postcode to identify the correct local authority. Contact details, online forms, and cancellation portals are listed on each council's official website.

Avoid relying on phone calls alone. Written confirmation is safer. Always keep a copy of your cancellation submission and any reference number provided by the council.
